Can anyone make a MTF, all pairs scanner for this template?

-Buy when FL22 line is below the FL07 and changes from red to green.
-Sell whenFL22 line is above FL07 line and changes from green to red.

Seems this indicator included as an oscillator to looking for overbought and oversold
but I don't know what the kinds of this indicator formula

It does change the past information but that is not important to me. I care about what is shows at the current time.

In order to make a scanner we need the source file of the indicators without it nobody can work on it and I take it you not the owner so it will be hard to work on it
