I had 0.4 ms on NY4, yes is not 0.0 but much better than 2-5 ms. Time ago I had an offer from a provider " professional " , they assured they are just close to the NY datacenter and can reach less than 0.1 ms, but their cost was to much to justify that difference in latency

You can reach that ping with a Vps located in the 2 main areas : London and New York, than you can reach even 0 ms. !
