Does the News Filter disable all EA and close orders, or just deactivate or EA? Another question, just add or just an active news filter?

Which of these EA is the safest to use on a small account? Between 20 and 100usd. I was thinking of using the famous waygrow EA, but I read that it may be impossible despite the incredible backtest results. :wasntme:
