Dont know the logic behind it but since i have been using it on H1 TF, it opens trades even though i noticed what you mentioned but just decided to allow it to work itself out and its doing great but be careful so you dont overtrade the pairs with regards your account balance.

This Ea is good but if you do not like the martingale style, just change the lot exponent to 1. It will change it to work like a grid and just open the same lot size you have chosen. 1HR TF is the best safest.
